BROWNFIELDS JOB TRAINING COOPERATIVE AGREEMENTS

Description:  Provides funding to eligible governmental entities and non-profit organizations to provide environmental job training projects that will promote job creation and economic development by facilitating the assessment, remediation, or preparation of brownfields sites. Eligible applicants must identify and propose to serve a community that currently receives, or has received, financial assistance (federal, state, or tribal) for brownfields assessment, revolving loan fund, cleanup, site-specific work carried out by state or tribal response programs, and/or targeted brownfields assessments performed directly by EPA.

COMMUNITY SERVICE EMPLOYMENT FOR OLDER AMERICANS

Description:  Provides funding to low-income, unemployed older persons age 55 and over whose prospects for employment are poor. Older persons are provided training and assistance for employment and are placed in community service organizations to gain work experience.

Funding Mechanism:  Formula grant to states. DHS contracts with a variety of agencies, including Workforce Investment Boards, area agencies on aging, and faith-based and community action organizations to provide job placement and training.

ELECTRICITY DELIVERY AND ENERGY RELIABILITY - Electricity and Energy Worker Training

APPLICATIONS DUE TO USDOE BY NOVEMBER 30, 2009

Description:  Provides funds to support worker training related to electricity delivery and energy reliability activities that modernize the electric grid; enhance security and reliability of energy infrastructure; conduct energy storage research, development, demonstration, and deployment; and facilitate recovery from disruptions to the energy supply, and for implementation of programs authorized under title XIII of the Energy Independence and Security Act of 2007.

Funding Mechanism:  DOE is expected to award 25-35 grants for workforce training in the electric power sector and 15-20 in Smart Grid workforce training.

HEALTH INFORMATION TECHNOLOGY (HIT) - Electronic Health Record Technology Loan Fund

Description:  Provides funding for grants to establish loan programs for health care providers who agree to comply with certain requirements to purchase certified electronic health record (HER) technology, train personnel in the use of such technology, upgrade HIT to meet certification criteria and improve security.

HEALTH WORKFORCE - Nursing Education Loan Repayment

APPLICATION PERIOD CLOSED. NEW APPLICATIONS WILL BE ACCEPTED BEGINNING JANUARY 2010.

Description:  Provides funding to assist in the recruitment and retention of professional registered nurses (RN) in approved critical shortage areas to increase access to quality health care by offering loan repayment in return for full-time service at an eligible health care facility with a critical shortage of nurses.

Funding Mechanism:  Competitive awards to nurses for student loan repayment. The program repays 60 percent of the qualifying nursing educational loan balance of Registered Nurses (RNs) selected for funding in exchange for 2 years of service at a critical shortage facility. Participants may be eligible to work a third year and receive an additional 25 percent of the qualifying nursing educational loan balance.

HEALTH WORKFORCE - National Health Service Corps Scholarship Program

APPLICATIONS FOR LOAN REPAYMENT WILL BE ACCEPTED CONTINUOUSLY UNTIL FUNDS ARE EXPENDED OR SEPTEMBER 30, 2010, WHICHEVER COMES FIRST.

Description:  Provides funding to the National Health Services Corps' (NHSC) to increase the supply of primary care physicians, dentists, behavioral and mental health professionals, certified nurse midwives, certified family nurse practitioners, and physician assistants and other health professionals in Health Professional Shortage Areas (HPSA) within the U.S.

Funding Mechanism:  Student loan repayment or service-obligated scholarships for full-time students of allopathic (M.D.) and osteopathic (D.O.) medicine, dentistry, family nurse practitioner, nurse midwifery, and primary care physician assistants.

The National Health Service Corps Loan Repayment Program provides $50,000 (or the outstanding balance of qualifying student loans if it is less than $50,000), tax free, to primary care medical, dental and mental health clinicians in exchange for two years of service at an approved site in a Health Professional Shortage Area. Upon completion of the service commitment, clinicians may be eligible to apply for additional support for extended service.

HEALTH WORKFORCE - Faculty Loan Repayment Programs

APPLICATION PERIOD CLOSED

Description:  Provides a financial incentive for degree-trained health professionals from disadvantaged backgrounds to pursue academic careers in allopathic medicine, nursing (RN only), osteopathic medicine, dentistry, pharmacy, podiatric medicine, optometry, veterinary medicine, public health, allied health or graduate programs in behavioral and mental health practice for a minimum of 2 years.

Funding Mechanism:  Direct awards to eligible health professions faculty from disadvantaged backgrounds for the repayment of student loans. The program provides as much as $20,000 a year to eligible faculty members who apply to and are selected to receive funding from the program in return for a 2-year service commitment.

RECOVERY ZONE BONDS - Economic Development Bonds

Description:  Provides taxable Governmental Bonds that municipalities can use to spur development in areas with significant poverty, unemployment or home foreclosures. Bonds will be used for capital expenditures, public infrastructure, public facilities, job training and educational programs.

Funding Mechanism:  $10 billion total. Each state's share based on job loss formula. Allocation then sub-allocated to local municipalities based on job loss formula. Bonds must be issued in 2009 or 2010. Allocation amounts not yet available.

REHABILITATION SERVICES - Vocational Rehabilitation Grants to States

Description:  Provides additional grant funds to states to support the existing Vocational Rehabilitation State Grant Program which provides services to individuals with disabilities to prepare for and engage in gainful employment. The additional federal funds will be used to assist individuals who have a physical or mental impairment that results in a substantial impediment to employment, who can benefit from vocational rehabilitation services for employment.

Funding Mechanism:  Funds are distributed to states and territories based on a formula that takes into account population and per capita income to cover the cost of direct services and program administration. This is a federal draw program. Wisconsin expends the funds on persons with disabilities that have an approved Individualized Plan for Employment (IPE). There is no match requirement for the additional federal funds.

UNEMPLOYMENT INSURANCE AND EMPLOYMENT SERVICES - Re-Employment Services

Description:  Provides funding for State Unemployment Insurance and Employment Service Operations for grants to states under the Wagner-Peyser Act. A a portion of the funding is to be used by states for reemployment services for unemployment insurance claimants, including the Integrated Employment Service and Unemployment Insurance information technology required to identify and serve the needs of Unemployment Insurance claimants.

While a major portion of available funding is for research, labor exchange and job training projects that prepare individuals for careers in energy efficiency and renewable energy as defined in the Workforce Investment Act Energy Efficiency and Renewable Energy Worker Training Program [Section 171(e)(1)(B) of the Workforce Investment Act], other funding may also be available for projects that prepare workers for careers in the health care sector.
