CORPORATION FOR NATIONAL AND COMMUNITY SERVICE - Volunteers in Service to America Program (VISTA)Description: The mission of the AmeriCorps VISTA program to create and expand programs that bring low-income individuals and communities out of poverty is strongly aligned with Administration and Congressional priorities in the American Recovery and Reinvestment Act of 2009 (Recovery Act). Existing VISTA projects already support job creation, the abatement of home foreclosures, credit counseling and financial asset development programs. Corporation state office staff allocate VISTA resources based upon the critical needs of their state.Funding Mechanism: Actual awards for new programs and the assignment of additional VISTA members to existing projects will not be made until approval of the Corporation’s plan. Assuming the plan is approved by mid-March, VISTA will aim to have all Recovery Act VISTAs placed by the end of fiscal year 2009. NATIONAL ENDOWMENT FOR THE ARTS - Grants to State and Regional Arts OrganizationsAPPLICATION PERIOD CLOSED. Description: Provides a one-time grant to the designated 50 state and six jurisdictional arts agencies (SAAs), their six authorized regional arts organizations (RAOs), and the national service organization for SAAs and RAOs for projects that focus on the preservation of jobs in the arts.Funds to the SAAs and RAOs must be used for subgranting to eligible nonprofit organizations in their state or region. These special, one-time subgrants to organizations must be used for salary support, full or partial, for one or more positions that are critical to an organization’s artistic mission and that are in jeopardy or have been eliminated as a result of the current economic climate, or fees for previously engaged artists and/or contractual personnel to maintain or expand the period during which such persons would be engaged. More than $53 billion nationally is provided to stabilize state budgets, of which $48 billion is allocated to protect education, preserve local police and fire services and maintain other essential government services. The Governor's 2009-11 biennial budget allocates Wisconsin's share from this fund to avoid deep cuts to school aid, shared revenue and other critical government services.The Stabilization Fund also includes $5 billion for the U.S. Department of Education. This includes $4.35 billion to make competitive "Race to the Top" grants to help states with plans to improve student achievement and $650 million to make competitive "Invest in What Works and Innovation" awards to assist school districts and non-profit organizations. Guidelines are expected to be issued by the Department of Education in the near future. Funding Mechanism: Funds allocated to states based on state population. Funds may be used in State fiscal years 2009, 2010, and 2011. Governors must submit an application that includes assurances. TRADE ADJUSTMENT ASSISTANCE FOR COMMUNITIESDescription: Provides for trade adjustment assistance for communities affected by trade. The bill makes qualifying communities eligible for strategic planning grants, with preference given to small and medium sized communities, as well as for economic development grants to pursue adjustment projects identified in the community’s strategic plan. Description: The Supplemental Revenue Assistance Program and Emergency Assistance for Livestock, Honeybees and Farm Raised Fish program, through the American Recovery and Reimvestment Act, provides farmers with eligible crop losses in 2008 to buy in disaster coverage for 2008 crop losses.Funding Mechanism: Farmers who suffered crop losses in 2008 and were not fully covered by crop insurance may qualify for reimbursements for 2008 crop losses. Famers with crop losses are encouraged to check with their local Farm Service Agency offices about buy in requirements. Payment of a sign up fee ($100 per crop) and purchasing crop insurance in the next crop year are part of the requirements. USDA RURAL DEVELOPMENT - Business and Industry Loan Guarantee ProgramDescription: Provides loan guarantees to rural business and industry to bolster existing private credit structure through the guarantee of quality loans to improve, develop, or finance business, industry, and employment, and to improve the economic and environmental climate in rural communities.Loan purposes include purchase and expansion of land, equipment, buildings, working capital, aquaculture, commercial nurseries, tourist and recreation facilities, hotels, motels, community facility projects, housing development sites, apartment buildings and the purchase of stock in a cooperative where commodities are being produced by the members for processing by the cooperative. Loan funds cannot be used for lines of credit, gambling, golf courses, and agricultural production over $1 million or more than 50% of a project and when not part of an integrated agriculture processing business. Projects must be located in rural areas or in cities or villages with populations less than 50,000. Funding Mechanism: Recovery funds for this program have not been released by yet by USDA. Essential community facilities such as municipal buildings, day centers, and health and safety facilities are examples. Eligible applicants must be cities or villages under 20,000 in population and have a median household income below $41,969.
